USC Dornsife Scientific Diving: Remaking What We've Lost A Look At Artificial Reefs

The loss of natural reef systems is a threat to both biodiversity and ecosystem services on a global scale. In many cases, the loss of these reef ecosystems is a direct result of anthropogenic activities, which, is in fact, one of the primary themes of the environmental studies field course that I am currently enrolled. Now that I?ve experienced some of these marine environments first-hand, I?ve found myself wondering if human impact, particularly artificial reef habitats, can play a constructive role in shaping these environments?

Over the past 300 years, artificial reefs have been employed for the purpose of promoting marine life [1]. In particular, their primary purpose was to create fisheries for commercial interests, but recently governments and environmental organizations have adopted their use. Unfortunately, most data into the effects of artificial reef deployment is lacking since research rarely begins prior to construction [2]. Post-hoc research is important, but has not been able to address the fundamental questions regarding global impacts or local impacts on natural reefs.
Concerns associated with artificial reefs fall mainly into three categories: 1) toxic chemicals being leached into the water, 2) artificial materials coming loose and damaging natural reefs, and 3) whether artificial reefs attract biota that would otherwise contribute to nearby natural reef systems.
The first and second concerns are addressed by the National Artificial Reef Plan, which requires the EPA to grant permits prior to the deployment or dumping of materials for an artificial reef since 19853. The third concern is more controversial as the overall effects of artificial reefs (e.g., source vs. sink) are hotly debated amongst the scientific community.

Proponents of artificial reef systems believe that reef habitat is the limiting factor for growth. For example, habitat restoration and reef deployment is believed to improve biodiversity on a local, and even global level.
Many types of artificial reef methodologies are in place today, which include the use of Reef Balls (see image above), as well as the scuttling of decommissioned ships to create habitat. In fact, the largest artificial reef on the world (the decommissioned aircraft carrier Ex-U.S.S. Oriskany) lies off the coast of Florida[3]. Unfortunately, ships and other discarded materials can bring with them a variety of toxic chemicals and other environmental issues that often require expensive cleanup efforts.

This week, while on Guam, I had the opportunity to dive on an artificial reef (of sorts) in Apra Harbor known as Seabee Junkyard, which was created by the U.S. Navy Construction Battalion to discard of equipment after World War II. Since the placement of the ?junk? (more than six decades ago) there has been some coral growth and a fair number of reef fish call the site home.
Thus, I return to my original question regarding the environmental value of artificial reefs. Based on my recent experiences I would say the answer to this question is ?maybe.? The fact of the matter is that nearly 10% of earth?s coral reefs have been destroyed and another 60% are in danger [4] ? so maybe there is something to the concept of artificial reefs after all.
For example, artificial reefs, ?provide corridors of a sort, allowing smaller fish to safely migrate from one natural reef to another, instead of just crossing a huge empty expanse where they might get gobbled up,? said Mark Perry, executive director of the Florida Oceanographic Society [5]. With more research, the effects and processes occurring with the deployment of artificial reefs will become more effective, and, with luck, will be a positive impact we have on the world?s oceans. In the meantime, the conservation of our existing coral reefs should be paramount.

A Wes Anderson movie is a lot like Katy Perry, great to look at but painful to listen to. In this regard, "Moonrise Kingdom" is the ultimate Wes Anderson movie. Like the home of a spinster, it's meticulously maintained yet lacks human warmth. There are references to movies as disparate as "Shawshank Redemption" and "Eyes Wide Shut" but the story can best be described as a cross between "First Blood" and "The Blue Lagoon", Gilman and Hayward discovering their sexuality whilst hiding out in the local woods. There's an air of smugness about Anderson and the other members of the East Coast indie clique (Noah Baumbach, Sofia Coppola et al) that makes his work impenetrable for many, this reviewer included. The characters who inhabit his world are deeply unlikable, usually moapy middle class types suffering from first world problems. Every line of dialogue, coupled with the mannered delivery of an otherwise impressive cast, is cringeworthy in it's pretension. If you met anyone in real life who spoke like Anderson characters you'd go out of your way to avoid them. There's usually an element of chauvinism, his male characters are generally troubled intellectuals while the women are just troubled idiots. That's certainly the case with the two protagonists here, Gilman is smart way beyond his years while Hayward is a pretty but dumb girl who falls madly in love with him despite his coming across as a pretentious little git. I suspect Anderson was the victim of bullying in his schooldays, after all nobody likes a smartass, and this movie serves as a kind of revenge fantasy where he gets the girl and pummels his aggressors. Regular readers will be aware of how much of a bugbear the use of music in movies is with me. They're really the only two art forms which can complement one another yet while film can't enhance music, music can often enhance film. The use of Benjamin Britten lends this film a dignity it simply hasn't earned. Visually this movie is mind blowing, the intricately designed sets blend beautifully with the stunning New England locations. Cinematographer Robert Yeoman provides a masterclass in framing, anyone with an interest in photography needs to see this. There's no denying Anderson has talent, I just wish he didn't make us remove our shoes before entering his home.

FHA Condo Lending in a New Paradigm - faithtuppers - LiveJournal
FHA rules on lending for condos have been in the news recently. The rules that govern which apartment buildings the agency can offer lending at are blamed for limiting demand in the condo market and even driving down prices.
The FHA?s rules restrict the FHA from lending in complexes where:
- More than 50% of the units are not owner occupied
- More than 25% of a complex?s square footage is for commercial use
- 15% of the units are 30 days late or more on their HOA dues
While the rules are intended to protect the agency from risks, they may not be appropriate for the post-bust real estate environment. Job losses, stagnant incomes, and high unemployment have caused delinquencies on HOA dues to rise, limiting some apartment complexes? eligibility for FHA financing programs. Limitations on the number of rental occupants has reduced the number of potential buyers for units in non-eligible condominium buildings and some argue that this pattern has hampered the recovery of markets like Phoenix and Miami where investors are buying up units to convert into rentals.
As pictured above, the 90+ day delinquency rate for the United States on FHA-financed mortgages for both single family and condominiums climbed steadily from 2007 to date. However, the delinquency rate on condominiums is well below that of single family (SFR) properties as evidenced by the spread. While the spread between the two rates has eased, it remains significant.
Furthermore, this pattern of a significant spread between the delinquency rates on single family and condominium loans backed by the FHA is evident in Chicago, Denver, Los Angeles, New York, San Francisco and Washington, DC. Miami and Phoenix are the two exceptions where the delinquency rate on condominiums has outpaced that of single family properties. The divergent pattern for Phoenix only developed in early 2011, when the foreclosure rate on single family properties fell, while the delinquency rate on condominiums has continued to rise. This decline in the spread since 2010 might be indicative of the restrictions on lending in local markets for condominiums relative to single family homes.
The homeownership rate peaked at 69% in 2004 and has since retreated to 66%. Expectations are for more foreclosures in 2012 and 2013 which could drive that rate even lower. The dislocation of homeowners, weak economy, and damaged credit histories will raise demand for rental units. As a result, first-time and low income buyers will find it increasingly difficult to begin the homeownership process in areas with high shares of rental units. Given this shift and the relatively low delinquency rate on FHA condominiums, it may be time for the FHA to reevaluate its condo lending rules.

A Happy Home
Sally had always dreaded the thought of having to relocate again. The last few years she had moved several times because of her work. It was beginning to become a burden each time she had to pack her life up and start over. The only saving grace in her move was she was using moving pods. That made her move much easier.
Moving was always difficult, but trying to find a new home was just as hard. Generally what she would do at night would be surfing the Internet looking at all of the different options she had as far as new places to live. Sometimes she thought getting a house would be nice, but then she would have to maintain a yard. Other times she thought living and an apartment building would be cool, but she would have so many people around her all the time. These are always things she had to take into consideration.
Right before her move she found a place that seemed perfect. Not only was it cozy but the landlord agreed to see her immediately. Once she arrived to her destination she really liked what she saw. The place seemed perfect for her, and for once she thought she would stay for a while. The landlord was friendly and told her he could have the place available immediately so she would not have to wait.
The night before was always difficult for Sally. Right before she left one house and got ready to move into another she would often reflect about all of the decisions she had made over the years. She was now in her 30s and realized that she had given up everything for her career. She never had a family, and had always made her job number one. That sometimes bothered her, but she always kept pushing forward with her job.
Moving day rapidly approached. The good news is that she was ready to go and so was the moving company. Everything went well, so she was very happy about that.
Driving to her new place felt different this time. She felt like she was going to stay longer than normal. She was hoping this new place would feel like a home to her.
Her landlord could sense that she was very eager to move in. He had her sign a few documents and gave her the keys and was on his way. Sally appreciated that, and sat on her living room floor looking at her new place.
She heard a large truck pull up and realized all of her moving pods were here. A great sense of relief came over her because she knew it was up to her to get her new place made into a home.

Islamists, ex-PM reach out to rivals after Egypt vote
The apparent winners of the first round of Egypt's landmark presidential vote reached out to rival candidates on Saturday ahead of a June run-off, as international monitors called the initial voting process "encouraging."
Final votes were still being counted, but unofficial results suggested that the top two out of 12 candidates were the Muslim Brotherhood's Mohammed Mursi and Ahmed Shafiq, a former premier under ousted Hosni Mubarak.
The Brotherhood called a meeting of various candidates on Saturday afternoon, but the campaigns of Abul Fotouh, former foreign minister Amr Mussa and Nasserist candidate Hamdeen Sabbahi said the three would not attend.
At a news conference later on Saturday, Mursi appealed to Egyptians to pursue the goals of the revolution, a day after his movement said the nation was "in danger."
He said he was confident the results of the June 16 and 17 run-off "will serve the revolution and the interests of the Egyptian people."
He also sought to reassure those who fear a Mursi win would serve the interests of the Muslim Brotherhood ahead of the country.
"As a president, I will be the president for all Egyptians. (My relationship) with the Brotherhood will be the same as all Egyptians," he said.
On Friday night, the Brotherhood said it was seeking to create a coalition of forces to challenge Shafiq.
"We call on all sincere political and national forces to unite to protect the revolution and to achieve the pledges we took before our great nation," it said.
"The slogan now is: 'The nation is in danger'," Essam al-Erian, deputy head of the Brotherhood's political arm, told AFP.
Shafiq also called for broad support from former rivals, calling on his competitors by name to join him and promising there would be no return to the old regime.
"I reach out to all the partners and I pledge that we would all work together for the good of Egypt," he told a news conference.
Addressing young people who spearheaded the 2011 revolt, he said: "Your revolution has been hijacked and I am committed to bringing (it) back."
"I pledge now, to all Egyptians, we shall start a new era. There is no going back."
As the top two candidates worked to rally support for the run-off, leftist candidate Hamdeen Sabbahi, who came third, said he was to file a complaint over alleged voting irregularities in the first round.
"We will file appeals and we will then determine whether or not we accept the results," Sabbahi said.
"It is our right to get a response to our appeals. We will be in the second round, God willing."
A Shafiq-Mursi run-off looks likely to further polarise a nation that rose up against the authoritarian Mubarak 15 months ago but has since suffered endemic violence and a declining economy.
The contest presents a difficult choice for activists who led the revolt against Mubarak. For them, choosing Shafiq would be to admit the revolution had failed, but a vote for Mursi would threaten the very freedoms they fought for.
Independent analyst Hisham Kassem said the situation "is one of the most difficult political situations that Egypt has ever known."
"We face the risk of maintaining the Mubarak regime, or Islamising the country," he told AFP.
Former US president Jimmy Carter, whose Carter Centre monitored the elections, told journalists that the process had been "encouraging" but noted that he and his monitors had faced unprecedented constraints.
"I would say that these (elections) have been encouraging to me," he said, adding that authorities had imposed "constraints placed on us as witnesses that have never been placed on us before."
He said minor "haphazard" violations had been observed, but there did not appear to be systematic irregularities that favoured any one candidate.
Erian said on Friday it was "completely clear" that Mursi and Shafiq had topped the vote and would compete in the June 16-17 run-off.
He said Mursi had won 25.3 percent of the vote and Shafiq 24 percent, with Sabbahi at 22 percent.
Both Mursi and Shafiq had been written off as long shots just weeks before the historic election in which Egypt voted for the first time to elect a president after Mubarak's ouster in a democratic uprising.
The election, with 50 million eligible voters, was hailed by US Secretary of State Hillary Clinton, who congratulated Egypt on its "historic" election and said Washington was ready to work with a new government in Cairo.
Electoral commission officials said turnout was around 50 percent over the two days.
The election follows a tumultuous military-led transition from autocratic rule marked by political upheaval and bloodshed, but which also witnessed free parliamentary elections.
The Supreme Council of the Armed Forces, in power since Mubarak's downfall, has pledged to restore civilian rule by the end of June.
